i just downloaded the scenery expansion pack. When I install Scalerail will it affect other routes than Tehachapi??

I have Train Store with 28 routes, mostly German routes.

The track files for the TPII expansion do not affect other ScaleRail installs.

I'm making a Route using the ScaleRail Public beta, if someone has the TPII Scalerail upgrade do they need to install the public beta still?

If you plan on using the track shapes, then yes, as the ScaleRail sections used on TPII will not show up in the object selector menu.
