Thanks Marc for coming back to me on the Steampowered forum...the only one with advice.
I want to make my own track and eventually trackrule for South African standards. The gauge is 3'6" and I just wondered whether there is a tutorial somewhere giving details on how to do this.
Yes, I understan that I can change the Parallel Distance in the chosen trackrule, but it wont look as great and authentic as 3D's scalerail! Want it to look South African.

You'll need to start by creating a model and textures for it - the model files included with RW are not configurable.
